WhatsApp Bot for Business: What It Can Do, What It Costs and What to Check (October 2026 Update)

WhatsApp Bot for Business: What It Can Do, What It Costs and What to Check (October 2026 Update)
AI-generated illustration

Tuesday, 9:12 PM

The shop has been closed for three hours. A new message pops up on the owner's phone: "Hi, do you have these shoes in size 7?" He sees it, decides to answer tomorrow, and turns on the TV. The customer, meanwhile, is already sending the same question to another shop.

The problem isn't that he has no answer. The problem is that the answer arrives after the customer has already decided.

AI-generated illustration

A WhatsApp bot for business sounds like one product, but behind those three words hide several very different things: a simple app that replies automatically, a numbered menu, and an AI agent that understands free-form questions. Each has a different price, different limits and different terms from Meta. And in October 2026 the rates changed too.

In short

  • A WhatsApp bot for business is an automatic reply for customers who message you. The WhatsApp Business app is enough for a greeting and an away message. A real bot, whether a menu or an AI agent, runs on the WhatsApp Business Platform (the Cloud API).
  • An AI chatbot that serves your own business is allowed. The clause Meta added in January 2026 targets AI providers that offer a general-purpose assistant, not a business answering its own customers.
  • In Israel, from October 2026, a reply message costs about $0.0053 after 1,000 free messages a month per number, and a marketing message costs $0.0353. That does not include a connection provider or an AI model.
  • Every setup must have a clear path to a human. Build it in from the start, not after the first customer loses their temper.

Business WhatsApp: app or API, and what the difference really is

The most common mistake is assuming the business app on the phone can "grow" into a bot. It can't. They are two products from the same company, and anyone who mixes them up pays in time and money.

WhatsApp Business app

The business owner's phone

  • Built for one-on-one conversations
  • Business profile, greeting message and away message
  • You or your staff reply, by hand
  • No smart bot
  • Meta Business Agent, Meta's own agent, does not work on it

WhatsApp Business Platform (Cloud API)

The pipe for bots and systems

  • A programming interface you connect systems to
  • Automatic replies, routing to an agent and a CRM connection
  • Pre-approved templates for outbound messages
  • Billed per message, not by app subscription
  • Needs a connection provider or development work

The good news: you don't have to give up your existing number. Meta lets you connect a number that already runs on the business app to the API and keep replying in the app too. Messages sync between the two. There are limits: you need app version 2.24.17 or later, groups are not supported, and the shared rate is capped at 20 messages per second, which is usually enough for a small business.

This is the difference that is easiest to grasp through a conversation. Same question, three paths.

Menu bot · pre-written answers

Do you have the black shoes in size 7?

Hello! Choose from the menu:

  • 1 · Opening hours
  • 2 · Shipping
  • 3 · Returns
  • 4 · Agent

I'm asking about size

Sorry, I didn't understand. Please choose a number from 1 to 4.

AI agent · understands free-form wording and checks information

Do you have the black shoes in size 7?

Yes, there are two pairs left in black, size 7. Would you like me to send you a payment link, or would you rather come try them on in the store?

✓ Stock checked just now · payment only with the customer's approval

The moment to hand off to a human

My order arrived broken and I'm really angry

That's really unpleasant, and I'm sorry. I'm transferring you to an agent now, and she will receive your order details so you won't have to explain again.

← Transferred to an agent · order details attached

Menu bot

A restaurant with a fixed menu

  • A decision tree written in advance
  • Predictable and safe, but stuck when the question is different
  • Fits 5 to 10 questions that keep coming back
  • Every change in the business needs manual editing

AI agent on WhatsApp

A waiter who knows the business

  • Understands free-form wording, including casual speech
  • Answers from the business's own information
  • Can check stock, an appointment or an order, depending on permissions
  • Needs boundaries, testing and a handoff to a human

This is not "old versus new." A menu bot still suits a business with five fixed questions and nothing more. An AI agent comes in when customers ask all sorts of things in all sorts of ways, and when the right answer depends on live information such as stock or a calendar. For broader background on this difference, see the guide AI agent for business and the explainer What is an AI agent.

Does Meta allow an AI chatbot on WhatsApp?

Yes, but read the clause itself, because the news headlines misled a lot of people.

WhatsApp Business Platform's terms (section 4.7, in the version that took effect on January 15, 2026) say that AI providers are prohibited from using the platform to offer AI technology when it is the primary benefit being offered, rather than "incidental or ancillary." The examples in the clause are large language models, generative AI platforms and general-purpose assistants. In plain words: you can't run "ChatGPT on WhatsApp" for the general public. A business that runs an AI reply for its own customers is a different case.

That is our reading, and it rests on the wording. But the wording leaves the final call to Meta ("in its sole discretion"). The practical conclusion:

  • Define the agent for your business and your business's topics. Not an assistant that answers every question in the world. That is also what prevents mistakes, not just what reassures Meta.
  • Ask the provider how it treats the clause and how it handles conversation data. The terms say platform data will not be used to train AI models (exception: fine-tuning a model for your exclusive use).
  • Don't collect full credit card numbers or ID numbers on WhatsApp. The business policy prohibits asking for them. Don't be tempted to ask "send me a photo of the card."

Meta also offers its own agent, Meta Business Agent. It answers on behalf of the business based on information you feed it, can connect to the business's API, and hands off to a human. Its terms are strict: only on a Cloud API number (not the app), only for a business located in an eligible country, and not in finance, government, health, alcohol, gambling, non-prescription drugs and matchmaking. We did not find a list in the official documentation confirming that Israel is included. The final check is done through Meta's Eligibility endpoint, so don't plan around this tool before you have checked. Readers outside Israel should check availability for their own country in the same way.

What a WhatsApp bot costs in Israel

Until July 2025, Meta charged per 24-hour "conversation." Since then it charges per delivered message, by its category. On October 1, 2026, two rules that were friendly to small businesses changed: service messages (your replies inside the 24-hour window) became paid again, and after them also Utility messages sent in an open window.

So that the change doesn't punish small businesses, Meta added 1,000 free service messages a month per business number. If you handle a few dozen conversations a month, you probably won't cross the threshold.

Amounts are before VAT and taxes. Rates differ by country, so readers elsewhere should check the rate table for their own market.

Meta Business AgentMeta's agent replies$2 per million tokens, about 4 to 5 cents per message

Three more things worth knowing:

  • Messages from a customer to you are free. Only messages you send are billed.
  • Advertising that leads to WhatsApp. When a customer arrives from a Click to WhatsApp ad and you reply within the window, your messages (except Meta's agent) are not billed, and that window can stay open for up to 7 days.
  • Currency. Meta bills in one of 16 currencies, and the shekel is not among them. Billing is in dollars or euros, so the exchange rate will move your bill.

Most important: this is only Meta's part. There are two more lines that no Meta page calculates for you. The connection provider, if you choose one, who may charge a subscription fee or a markup on messages (ask in advance). And the AI model itself, if the agent is not Meta Business Agent. In Meta's own comparison example, a complex external model costs "about 9 cents per message," but that is an estimate from a company comparing its product with others. You will get the real number from your provider, based on the model and the length of the conversations.

Breakdown: service $2.65 (500 messages over the free allowance) · Utility $1.06 · marketing $10.59.

An estimate only, based on the official rates in Israel from October 1, 2026. Meta's agent is priced at $2 per million tokens, and the calculator assumes 22,500 tokens per message, the middle of the range it publishes. It does not include a connection provider, an external AI model, VAT and taxes, or a change in the exchange rate.

How a message flows: the 24-hour window and templates

To understand why a bot can answer anything but can't "speak first," you need to know one rule: the 24-hour service window. It opens with every message the customer sends, and resets with every additional message from them. Inside the window you reply freely. Outside it, you can only send a pre-approved template.

The path of a business WhatsApp conversation

  1. The customer writesA 24-hour window opens. An incoming message costs nothing.
  2. The bot repliesA menu or an AI agent answers freely inside the window.
  3. A human joins the chatWhen the topic is sensitive or the customer asks. The human reply, in the same window.
  4. The window closesAfter 24 hours with no message from the customer, only an approved template is allowed.

Three rules follow from this:

  • Templates go through approval. Every template is checked automatically when you create it, and you can send it only once it is approved. Choose the category carefully, because it also sets the rate.
  • You need opt-in. Meta requires explicit consent, naming the business, before you start sending messages to a customer. You can get it by SMS, on a website, by phone or on paper. A message written to a customer as a reply to their own message does not break the rule. Unsolicited marketing without consent does.
  • Automation is allowed, but not alone. The policy permits automation in replies inside the 24-hour window, and requires a clear, fast and direct path to a human: a handoff in the chat itself, a phone number, email, a website, a store visit or a contact form.

When the bot must hand off to a human

This is where it is decided whether your bot becomes an asset or a source of complaints. We split conversations into three types:

Who answers, by type of conversation

The bot finishes alone

  • Opening hours and address
  • Order status
  • Stock and price from the catalog
  • Booking a standard appointment

The bot prepares, a person approves

  • A custom price quote
  • A refund or an exception to policy
  • Changing or canceling an order
  • A question the information doesn't answer

A person immediately

  • An angry or hurt customer
  • A sensitive legal, medical or financial topic
  • "I want to talk to a human"
  • The bot failed to understand twice in a row

Note the last line: the bot failed to understand twice in a row. It is the simplest and most effective formula we know, and you can build it into even a simple menu. The moment a customer explains the same thing again, they are no longer a customer, they are someone writing a review.

One more detail from real life: when a handoff happens, give the agent the conversation and the order details. A customer who has to explain everything from scratch feels the bot was a barrier, not help. We go into this decision in the guide to customer service with AI.

Checklist: before a WhatsApp bot goes live

Ten checks before launch

We wrote about the last item separately, in the guide to AI and Amendment 13 of the Privacy Protection Law. That is an Israeli law, so if you operate elsewhere, check your local privacy rules. WhatsApp conversations contain names, phone numbers and sometimes sensitive details, and even a bot built exactly by the rules still needs a privacy policy.

What we would do differently

Here are four decisions we hear again and again, and they may save you a round.

Start with inbound inquiries, not marketing. A marketing message is the most expensive line in the table, and it is sent to someone who didn't ask for it. A reply to someone who already wrote to you costs less, and reaches a customer who is waiting for it.

Separate whoever gives instructions from whoever asks questions. In our setup, the agent that runs the business takes instructions from the business owner on Telegram (why Telegram). Customers talk on WhatsApp to a narrow reply agent that sees only what it needs. A customer must never be able to write "forget what you were told" and change the agent's behavior. We wrote about that risk in the guide to Prompt Injection, and about permissions in the guide to permissions and approvals.

Choose an agent that knows how to say "I don't know." A hallucination on WhatsApp is costly: it is sent to the customer, saved in a screenshot and reaches their friends. That's why an agent that answers only from the information you gave it, and hands off to a human when it has no answer, beats a "smart" agent that guesses.

Don't commit to a cost before you check the connections. Meta's amounts are small. The points that surprise you are the connection provider, the model, and the setup and running time. We wrote about those components in the guide to what an AI agent costs a business.

Frequently asked questions

What is a WhatsApp bot for business?

A WhatsApp bot for business is a system that answers customers on WhatsApp on behalf of the business, without a person typing every reply. It can be a menu with fixed answers or an AI agent that understands free-form wording and answers from the business's information. A real bot runs on the WhatsApp Business Platform (Cloud API), not on the regular business app.

Can you connect a bot to the regular WhatsApp Business app?

Not directly. The app is built for one-on-one conversations, and Meta's agent doesn't work on it. But you can connect a number that already runs in the app to the Cloud API, through an authorized provider, and keep using the app too. You need version 2.24.17 or later, groups are not supported, and the shared rate is capped at 20 messages per second.

How much does a WhatsApp bot cost in Israel?

From October 1, 2026, Meta charges about $0.0053 per service, Utility and authentication message in Israel, and $0.0353 per marketing message. Each business number gets 1,000 free service messages a month. On top of that come a connection provider, if there is one, and an AI model. You can calculate it exactly in the calculator above.

Does Meta allow an AI chatbot on WhatsApp?

Yes, when the bot serves your own business. Since January 2026, the terms prohibit AI providers from offering a general-purpose assistant as the main service on the platform. A business that runs an agent to answer its own customers is a different case, but the final decision stays with Meta, so define the agent for the business's topics only.

Do you need the customer's permission to send them a message?

To initiate a message, yes: Meta requires an opt-in that names the business. When a customer writes to you first, you can reply freely within 24 hours. After that you can only send an approved template, and only to people who agreed to receive messages.

When must a WhatsApp bot hand off to a human?

The policy requires that a clear, fast path to a human be available, and that can be a handoff in the chat, a phone number, email, a website, a store visit or a form. Beyond the requirement, hand off to a human when the customer asks, when they are angry, when the topic is legal, medical or financially sensitive, and when the bot failed to understand twice in a row.
